Cocke Finance Committee
Members of the Cocke County Finance Committee meeting Monday evening agreed to recommend that Newport Utilities be granted an easement to move utility service east of the courthouse annex. Mayor Crystal Ottinger reported that the power line needs to be moved to allow the city to extend its Riverwalk to the east. "There is no transfer of land or a cost to the county, simply the granting of an easement," Ottinger said. County Clerk Jan Brockwell told the committee that the state Department of Commerce and Insurance has transferred the the job of permitting of racetracks to the county. She said the only track involved will be Newport Raceway. Most counties charge a permit fee of $100 or $150. The committee also will recommend that the county pay for the travel costs of two additional persons to attend a training session on the Planning of New Institutions, sponsored by the National Institute of Corrections(NIC) in Aurora, Colorado. The Cocke County Corrections Partnership Committee has been discussing options for alleviating the current jail and courthouse overcrowding, and NIC has agreed to provide travel expenses for Sheriff Armando Fontes, County Mayor Crystal Ottinger, Legislative Body Chair Clay Blazer and Jail Administrator Tommy Large. Administrative Captain Derrick Woods wants to go to the seminar and the CLB will be asked if any other member is interested in attending. The two additional individuals are expected to cost about $4,000. The committee approved several department transfers. Members agreed that $15,000 will be transferred from litigation fees to up-keep in the jail. Administrative Captain Woods said the funds will be used for building maintenance in an effort to maintain certification requirements. A total of $3,000 was approved to meet the requirement that the March election ballot be published locally.Kristy Nease, a former Circuit Court employee reported she left her position recently but hasn't been paid her accumulated vacation time. Circuit Court Clerk Peggy Lane will be asked to attend the next CLB meeting to discuss the issue. The committee also will recommend that $4,000 be appropriated toward the purchase of more holiday decorations in the city. Kelly Stokely who organized a Light up the Holidays project which purchased lights for the main thoroughfares in and out of Newport addressed the body. Stokely told the committee that 98 pole lights as well as lights for the Newport Christmas tree have been purchased for more than $55,000. She said purchase of more lights can be made currently at a discount of 33 percent, compared to the cost closer to the holidays.
