Mountain View clean-up continues Representatives of the Tennessee Department of Children's Services are continuing their efforts to bring stability to the Mountain View Youth Development Center in Dandridge. Andrew Summers,the former security manager at the facility for troubled male adolescents, has been terminated. Spokesperson Rob Johnson, said Summers was terminated following allegations he used excessive force. Johnson indicated the allegations are under investigation by an outside agency. "An investigation substantiated a reported incident of excessive force at Mountain View," Johnson said.. Summers had been demoted from his supervisory role recently in conjunction with the termination of Superintendent Tommy Francis. Mountain View has a history of problems in recent years, including the indictment within the past year of three former employees, who were charged with sexual offenses involving teen residents as well as filing a false police report and official misconduct. Francis was fired in late April and since then a department management team has been supervising the daily operations of the facility.
