Coulter/animal cruelty citation
A Parrottsville woman has been cited into court on three counts of animal cruelty. Melinda Coulter, 56, Highland Meadow, was charged by Deputy Sgt. Hollis Emmons after he responded to her property, to find two horses and a mini-horse in malnourished condition. A veterinarian and Lisa layman of the animal shelter found the horses had no water and the grass was eaten down to the dirt, Officer Emmons said. The ten year-old horse was found to be 200 pounds underweight. The three horses were removed by animal control until a court hearing.
