Ottinger death update Additional information was released Wednesday in the death earlier this week of Eugene Ottinger. Deputy Max Laughter said he was sent to the residence of Travis Rines, 29, Merry Way, Parrottsville after receiving a report that Rines had been assaulted Monday evening. Upon arrival, the officer was told that Rines who was very intoxicated ,had left the home. But before leaving, he had told Justin Foster, a cousin, that he had been to the home of the 48 year-old Ottinger on South Highway 340, Parrottsville. While there, Rines said Ottinger struck him, and Rines said he then hit Ottinger back and "had beat him to death". Rines said he then dragged Ottinger's body under a small tree in the yard and left the scene. Foster told officers that Rines had a swollen eye and left elbow, as well as a laceration to his arm following the altercation. Officers who then went to the Ottinger residence, found the victim, lying face up in the yard. He had been severely beaten on the face and head, and First Call EMS personnel were unable to find a pulse. Rines surrendered to Detective C.J. Ball the following morning and he was jailed on Second Degree Murder and Violation of Probation charges. An autopsy has been ordered on the victim.
