Tovar Chavez crash Cocke County authorities have released additional details on a crash last week that involved a Morristown man who was wanted on cocaine conspiracy charges. Deputy Lt. Michael Whitmer said he responded to a Thursday crash on South Highway 321 at the Armory Road intersection. At the scene he learned the driver who caused the crash was Armando Tovar Chavez, 37, Shannons Little Mountain Road, Morristown. The officer recognized the driver as the individual who was being sought on charges of conspiracy to sell and deliver more than 300 grams of cocaine. The charges had been handed down earlier in the week by a Cocke County Grand Jury. The second driver, Christine Hawkins, 32, Banks Road, Newport, along with four children aged three to 11, were taken by First Call EMS to the Newport Medical Center for treatment of possible injuries. Charges of driving on a revoked license are pending against Hawkins. Tovar Chavez and his passenger, Stephanie Carter, 28, Shannons Little Mountain Road, were not injured. Lt. Whitmer said at the scene of the crash, Carter appeared to be injured but declined medical treatment. Before giving her a ride, the woman's pockets were checked for weapons and officers discovered a large amount of cash. The money was mostly large bills which the officer says is common with illegal drug sales. Asked how much money she had, Carter said "maybe $1,000", however she claimed the money belonged to her mother. Later Carter told TBI agents that the money was given to her to hold after Tovar Chavez sold a car at a nearby bar. The $1,492, believed to be proceeds from drug sales, was seized and the suspect was charged additionally with driving unlicensed, failure to yield the right of way and failure to exercise due care.
