Medical helicopter costs Jail medical costs are up in Cocke County primarily because of drug addicted inmates. And Sheriff Armando Fontes frequently points to the cost of medical helicopters in transferring inmates to Knoxville. Now BlueCross BlueShield of Tennessee is talking about in-network contracts with medical helicopter operators as a way to cut costs. Gov. Bill Haslam, previously pointed to medical helicopters and prescription drugs as reasons for growing healthcare costs.
