Newport City Council The Newport City Council met Tuesday evening and Alderman Jeff Fancher brought the body up to date on the recent donation by retired Judge Ken Porter, of the Gateway Building on West Broadway to the Newport/Cocke County Library Board. Fancher said there are plans for building a new library on the site, however the project has an estimated $2 million cost. "The property has been cleared and there's a big push for a new library on the lower side of the parcel. The upper portion may be sold to a developer." Fancher said signs will soon go up on th3e site providing information for those who may want to contribute to the library building project. Fancher said several businesses have expressed an interest in the current library site downtown which is too small and has inefficient parking. Vice-Mayor Mike Proffitt applauded a number of businesses that have been cleaning up their properties around town. And several new businesses are moving into the downtown, adding to the economic activity. "They are all making a difference in the community," he said. Members of the council recognized four year-old Sawyer Schimming, who lives near the Newport Grammar School and has been assisting School Resource Officer Sgt. Justin Vinson with traffic at the school. Sgt. Vinson said the boy has been helping him every day since the end of August. " I was just doing my normal school dismissal traffic when a little boy showed up in his yard with a full police uniform. And everything I did he did as well. He has a whistle and has a matching vest, and it grew from there.". The council also agreed to change the name of several streets at the industrial park. At the recommendation of City Planner Gary Carver and Partnership President Lucas Graham, Cherry Street will be called TEVET Way and Chemwood to the sharp curve will be called RGE Blvd. City Manager James Finchum reported that dialogue is continuing with the Friends of the Animal Shelter in an effort to reach an agreement on the use of the animal shelter. David Proffitt was re-appointed to the Newport Police Civil Service Board, and Gretta Carr was introduced as the new Office Manager for Keep Cocke County Beautiful. The body modified zoning on Jaybird Road and Locust Street to accommodate businesses in the area. The council was told that applications soon will be accepted for the 2017 Home Rehabilitation Program, which assists low income residents with home repairs. Planner Carver also encouraged businesses in the city who are working to improve the appearance of their business, to apply for a matching city grant for the upgrades.
