Dowell arrest A Hamblen County woamn was jailed Friday morning after she approached the information desk of the Cocke County Sheriffs Office, wearing no pants. Newport patrol Officer Paul Weber said he responded to the 8:13 am complaint to find Charla Ann Dowell, 53, McClister Road, Morristown nude from the waist down. The woman said she had just been released from jail and had no pants, but she told officers that she had pajama pants in her purse, and Officer Weber said Dowell told him "she should have put them on." The courthouse was open and citizens and staff were present at the time of the incident. As a result, Dowell was jailed on charges of Indecent Exposure and Disorderly Conduct.
