Speir plea agreement
One of 20 individuals indicted federally in a drug distribution and firearms conspiracy centered in Cocke County, from July, 2015 through February of this year, has reached a plea deal. Caleb Speir, 20, Old Highway 32, Newport is part of the 41 count indictment which details the distribution of methamphetamine in excess of 50 grams, possession of heroin and possession of illegal and altered firearms. He has agreed to a ten-year sentence which was enhanced because he possessed a firearm while involved in selling drugs. Speir's step-father and co-defendant, Timmy Marvin Seay, 44, Robert E Lee Drive, Newport was convicted in Cocke County Circuit Court of methamphetamine offenses. Later Seay senta letter to Speir and his mother, Tara, directing them to sell drugs and laying out the prices to be charged, according to Seir's plea agreement. I June of last year, Speir was arrested at a residence on Tranquility Way in Newport where he was living with an Alabama jail escapee. Officers found meth, a gun stolen from Gatlinburg and two other handguns in his room in the home. He told investigators he had been traveling to Georgia several times a week to obtain large quantities of meth. His mother, Tara CarCarmon is currently serving a federal prison term after pleading guilty to participating in a conspiracy to distribute meth. Timmy Seay is awaiting trial in the meth conspiracy.
