Quick-change artist busted An alleged "quick-change" artist who was being sought by White Pine authorities was arrested by Newport authorities on Saturday. Newport Patrol Officer David Clevenger said he was on routine patrol when he spotted a vehicle matching the car used in the White Pine theft, parked at Knights Inn. The 2016 Toyota had been reported stolen from Asheville, NC. At the motel, police arrested Joseph Webb, 34, Asheville and a female accomplice, Allison Wilson, 29, also of Asheville. Officer Clevenger said Webb was wanted by Oklahoma with full extradition on a charge of Second Degree Kidnapping, and Asheville was looking for him in the theft of the Toyota. A search of the motel room revealed drug paraphernalia and marijuana. And Ms. Wilson told Patrol Officer Paul Webb that the car was stolen from a female with whom Webb had an affair. She also told police she is a heroin addict and that she and Webb had recently shot up heroin laced with Fentanyl. Officer Clevenger said he has determined that in addition to the White Pine charges, Webb is wanted on 20 warrants in Asheville as well as offenses in Dandridge, Hamblen County, Greene County and the Tri-Cities. He also was wanted for a "quick-change" offense at the Ace Hardware store in Newport. as well as a probation violation in Cocke County.
