Newport City Council
Members of the Newport City Council meeting Tuesday evening presented a grant of $8,325 to Cocke County Habitate for Humanity. City Planner Gary Carver said Posey's Tree Service and Erby Construction provided services as a match to the grant. Two lots on Frog Pond Alley will be cleared off and a dilapidated structure on White Oak Avenue has already been removed. All three properties were donated by the city. Ronnie Ball, spokesperson for the non-profit said plans call for a mini-home on the Frog Pond Alley property which is to small for a full sized residence. And a full sized home is planned for the White Oak site. Ball said he also is trying to obtain 15 additional tracts that are blighted properties. The council reauthorized the $1 million USDA guaranteed loan to RGE. The facility off Cope Boulevard has been vacant for some time, however, Newport Utilities General Manager Glenn Ray told the council he understands there is an offer on the table to purchase the site. And he said a part of any sale will be a re-payment of the loan. City Manager James Finchum reported that TDOT is planning to grind and repave East Broadway in the spring. Vice-Mayor Mike Proffitt recognized City Codes Enforcer Mark Robinson for his efforts to beautify the city by "stepping on toes" and pushing for a cleanup of properties. Carver reported that the draft plans for rehabilitating the former Tanner School have been received. The upgrades are to be completed within 100 days after the bid is awarded, likely in late March. Council members modified the hours of Sunday beer and wine sales to conform to the hours of liquor stores. During the week the sales are prohibited between 3 am and 8 am. On Sundays, sales will be prohibited between 1 am and 10 am. Members approved a bid of just under $25,000 for equipment at the Fifth and Filbert Street playground. Christopher Eric Gregg was appointed to the Police Civil Service Board, and Dennis Thornton was reappointed to the Newport Beer Board.
