Williams guilty plea
A former Director of Cocke County E911 has pleaded guilty in a conspiracy to introduce Suboxone into the Cocke County Jail. Kathy Cody Williams, 53, Bogard Road, Newport, was charged along with three others including her son, McKinley Cody, 19, in the conspiracy. Circuit Court Judge James Gass, seated in Sevier County Circuit Court accepted the guilty plea on Monday. He imposed a four-year sentence, suspended to the time already served and the balance will be on supervised probation with "strict compliance". The others who were charged are; Montana Boyer, 31 and Andrew Kirk, 32 who's cases had earlier been resolved. Former Cocke County Detective Robert Thornton said the investigation was sparked by telephone conversations between Williams and her son, Cody, who was in jail and wanted to obtain Suboxone. Boyer gave a statement to investigators, implicating Williams in the conspiracy. "She said she picked up $100 from Kathy Cody's(Williams) gas tank, and the money was to pay for her Suboxone doctor. Then the next day she took two Suboxone to Rider Richardson at his job,” according to Thornton. Richardson gave a statement saying he received $50 cash from Williams to take the Suboxone as he entered the jail from a work release pass. At the time he was charged with the Suboxone offense, McKinley Cody was in jail, charged with the murder of Lora Costner, 42, who went missing in January 2016, but whose body was not recovered until March. He later pleaded guilty to Second Degree Murder, Abuse of a Corpse and Introduction of a Controlled Substance into the Cocke County Jail. Cody received a 38 year prison term in the case. Ms. Williams had previously been arrested in October 2012 on a charge of official misconduct while serving as Director of E911. She pleaded guilty in 2013 and was sentenced to two years on probation. Williams was charged with the misuse of the Tennessee Bureau of Investigation computer system by accessing the Tennessee driver's license database for her personal use in September 2011. After the guilty plea, Williams was fired from her official position.
