Howard plea to child sexual offense
A Cocke County man has been sentenced on a charge of the attempted unlawful sexual contact of a victim under the age of 13. Richard Howard, 61, Ivey Valley Way, Newport, entered a "Best Interest" plea on Tuesday before Judge Carter Moore in Cocke County Circuit Court to the offense which according to court documents occurred during the period between 2006 to 2008. He was sentenced to a ten-year prison term which will have to be served at 35 percent, before Howard is eligible for parole. The plea agreement also requires that the defendant have no contact with the victim, register as a sex offender and be under community supervision for life. Under a "Best Interest" plea, the defendant does not admit guilt to the offense but agrees that a guilty plea is in his best interest under the circumstances.
