County forced to pick up cost of unfunded mandate
Members of the Cocke County Finance Committee were told Monday that all the property in the county will have to be reappraised before June, 2015. The move is mandated by state officials who no longer help with the personell or costs associated with the reappraisal. "All the state does anymore is tell you what you do wrong and what you've done right," Property Assessor Margaret Sorrell told the committee. The committee will recommend to the full county legislative body that $25,000 be used from unappropriated surplus to hire additional part-time workers and pay overtime to accomplish the state requirement. Finance Manager Anne Bryant-Hurst said the county currently has close to $1 million in it's unappropriated surplus fund. Funds also were shifted in the County Clerk's office, Chancery Court and Sessions Court for office equipment and office supplies. Recently buzzards attacked the roof on the courthouse annex raising fears of a leak. Bad weather was predicted and early voting was about to get underway so County Mayor Vaughn Moore contacted Dixie Roofing to make the repairs, at a cost of $47,990.He said the county had good experience with the firm in the past and it was available to do the project immediately. The county mayor said another firm submitted a bid of a little less but the county had no experience with the firm. Another firm submitted a bid $20,000 higher. Committee member Robert Green suggested the decision should have been submitted to the committee for review before the contract was let. Under current policies, Moore has the authority in an emergency to make that decision.
