Brown search was legal;
     A US Judge magistrate says Newport Police had probable cause when they executed a search warrant on a vehicle in September of last year. Randal Joe Brown, 40, Upper Broad Street, Newport was stopped after he failed to dim his lights at 3 am.    And a subsequent search of his vehicle revealed a digital scales and a baggy of suspected methamphetamine.  When the vehicle would not start, the wrecker operator found a 9mm handgun and silencer under the hood of the vehicle. Magistrate Judge Clifton Corker held that police had a right to search the auto after the wrecker operator reported finding the handgun. Brown had earlier been charged with possession of methamphetamine with the intent to sell and deliver, possession of drug paraphernalia and driving offenses. Because of his previous convictions, Brown is facing the prospect of being named an armed career criminal meaning he could face a mandatory minimum of 15 years in prison. There is no early release under federal sentencing.
